1.    THE FOLLOWING INFORMATION WILL GO TO PROVE THAT IN MANY OF THE ESM ORGANISATIONS, NO REPRESENTATION EXISTS ON BEHALF OF LOWER RANKS I.E. ORs/NCOs/SNCOs/JCOs/HCOs/WIDOWS TO PRESENT THEIR GRIEVANCES:-

Dear Gentlemen,

High time to introspect ourselves and draw deduction why so many Grievance coming up. Need to restrain ourselves and allow others to put across their views. The email war only reflects that responsible appointments of IESM are not allowing anyone else to counter any of their decisions whether right or wrong, in the interest of Ex-servicemen,or NOT.

The turmoil created by appointments declared in an undemocratic way without assessing the ground facts and reality seems to be the cause. Please donot crucify someone or any member as today we need support of all ranks. We must calculate potential of each member as a Shrewed Politicians does. He calculate number of votes a member is carrying with him, not the post he holds.

A word of advise for Col RP chaturvedi ,that he should develop tolerance power to understand other member views, should not be in a hurry to fire back. The words to the effect that Punjab is Not India and getting a response that" Nioda is Not India" and now any one can say " IESM in not India Ex-Servicemen. Please avoid such phrases as it will only lead to disunity and not unity and understand the cause of discontentment among so may Ex-servicemen Organisation . Lets treat every one as a family member, a good or bad.

Find attached a copy of the letter written to LT Gen Raj Kadyian and Col Kanwar Bhardwaj from The National Ex-Servicemen co-ordination committee dated 12 sep 2009, shows the effects and degree to which unhappiness is there with the present IESM, There may be many more.

Lets work as a team and carry everyone along. Elections should take place for appointments and all categories should have their share of representation and I pray that list of appointments issued should be reviewed at the earliest

Dear Air Cmde Sir,

1. It is neither a objection, nor a resentment but a Question regarding functioning and dishing out appointments with likes and dislikes. All those ESM running independently their NGO since last 10-15 years and have been doing and are doing good work in the interest of ESM community welfare have not been taken into confidence or given due recognisition to muster full support to the Movement.

(a) State wise List of all existing organisation should be prepared and circulation so that within the states all know the existing bodies working for ESM.

(b) A meeting should be called in each state to get views of all and how each one intendeds to tackle the problem and contribute for the common cause.

(c) Let their be initial officer bearers selected from the existing organisations may be in rotation.

(d) The office bearers must be equally represented by all ranks proportionately in the ratio of existing NGO and not the strength.

(e) Consent should be taken before declaring the office bearers.

(f) Structural organisation should be drafted out State wise, District wise,Tehsil wise OR Zonal divisions should be formulated or Region wise.

(g) SOP for functioning should be drafted out after taking views from all speakers.

(h) Bank accounts should be opened by each state level,district level ESM Committees for joint operation for the % of share they will get.

(i) We can start our own news bulletin and sent by post to all so that ESM at unit level feels part of Bigger ESM organisation.

(j) The units at Distrct Level can spread info at CSD canteens , ECHS centres, recruitment rallies, but planning has to be done collectively.

2. Similarly may more factors can be taken into consideration. Their is a need to club all under one Umbrella ,without dissolving the existing ESM organisation as all have earned their identification in their region through them.

3. They way IESM is going seems to be always in a hurry without creating a strong foundation from grass root level i.e Village as a unit. We must organise ourselves like Lambardars,panches,sarpanches, Maha sarpancehes or any other example along with social work of assisting the ESM problems. All those having emails accounts are in touch and Air their views but thousands of our brethren at unit level ( Villages) miss the information.

4. You have rightly said about imagination. Yes many ESM brothern have lot better imaginations then us but no one in the IESM is ready to visualise any one else imaginations.

5. The criticism is not taken in the right prospectus but taken as a tress passing in the domain and questionning the working of IESM. All irespective of status should be permitted to speak, after all no body is going to speak for himself but for the ESM community only, but IESM has deprived many during meeting held on 30 Aug 2009.

Steps should be taken to make strong foundation from the lowest unit level and not from top to bottom.

6. The planning has to be done from top and spread downwards in a Democratic way and not in a hurry to let down someone or with a hidden intention of isolating someone because he happens to be more vocal and upright and does not have qualities of becoming a YES Man.

Dear Gen Raj Kadiyan/Gen Satbir Singh,
Objections, resentments & questions about the new appointments are signals of good health for the growth of this major movement which has caught up the imagination of the ESM community in just about one year. For sure every one cannot be accommodated but those who have been working for the cause of ESM welfare need to be taken on board –primarily to enrich this movement with their experience. You may also like to lay down norms like ranks for the State Convener(Maj Gen/Brig age less than 65?),certain min ratio between Officers/JCO/OR in the Committees & above all dynamism and commitment of the appointees. Let us take all criticism as healthy inputs to improve our learning curve so essential during the initial phase.

I, as Convener of Haryana have not been consulted and without passing a resolution in the Governing Body meeting appointing Conveners:-

Brig Krian Krishan for six Districts, Col MS Dhankar for eight District and Col BS Kaushal for three Districts, Appointing offers is objectionable being non democratic way. Suggested leave the making appointments of District and Block levels to the State Convener only. Please consider.
